Agriculture, horticulture fully tax-free in J&K

Proposing no fresh taxes in a populist budget for 2014-15, Jammu and Kashmir Finance Minister Abdul Rahim Rather on Thursday declared the agriculture and horticulture sectors fully tax-free for the next financial year.

“Most of the agriculture and horticulture related items were already tax-free. Yet we used to charge a toll tax of Rs. 65 per quintal on entry on all fertilisers followed by Valued Added Tax at 5 per cent of the price. We import hundreds of thousands of quintals of fertilizers every year. All these items have been fully exempted from all taxes,” Mr. Rather said at a news conference after presenting a ‘zero-deficit’ budget. Over five lakh families associated with the horticulture sector would benefit as all fertilizers, insecticides, pesticides and other chemicals and machinery had been removed from the list of the taxable items.

Farmers peeved, most welcome healthcare initiatives

TRICHY: The state budget for 2014-15 evoked mixed response from public with the announcement of low-cost medical shops receiving the maximum cheers. However, farmer groups in the region feel they have been given a short shrift by the state government, though they welcomed an allocation of Rs 5,000 crore as crop loan for farmers. Traders heaved a sigh of relief as the budget spared them of taxes.

Puliyur Nagarajan, state vice-president of Congress' agriculture wing, said demands of coconut and banana farmers were ignored. "The state government provided compensation to drought-hit paddy farmers last year. But the plight of other farmers has been ignored in the budget, though they were also affected by drought. It seems that our cry fell on deaf ears," he rued.

Assocham study suggests annual crop losses worth Rs 50,000 crore due to pests in India

LUCKNOW: A study released by industry body Assocham and Yes Bank said on Thursday pest and disease infestation resulted in crop losses worth Rs 50,000 crore annually in India.

The crop loss, the study adds, may be attributed to low pesticide consumption in India, less than two per cent of the global usage and confined to one-fourth of the 180 million hectares total arable land. The study, titled 'Second Green Revolution-Agriculture to Agribusiness,' also said the pesticides market is largely fragmented as the top five players account for only 57% of the total market, with no single player holding more than 20% market share. "The pesticides industry in India is currently estimated at about Rs 17,000 crore and is growing at a compounded annual growth rate (CAGR) of about 15 per cent," Rana Kapoor, president, Assocham, said.

Trade critical to agriculture's agenda, say farm leaders

The National Farmers Federation’s Trade Committee met yesterday at Parliament House to discuss strategies that will drive tangible outcomes for Australian farmers and the agricultural sector.

NFF president Brent Finlay said relationships between industry and government negotiators needed to be strong to ensure exchanges of information, views and priorities were aligned to deliver the best results.

Similar sentiments were expressed in Beef Central’s recent report, “Producers demand real results from trade agreements.”   

Mr Finlay said for the NFF, key priorities included the bilateral agreements being discussed with Japan, China and India, as well as regional agreements such as the Trans Pacific Partnership, involving multiple countries.

World Bank to monitor groundwater

GUWAHATI/NAGAON: Shallow tube wells (STWs) have worked wonders by irrigating croplands across the state with groundwater and boosting agriculture production. But, time has come to check overexploitation of groundwater so that Assam does not go the Punjab way, where the water level has significantly depleted due to years of overuse.

In the last 12 years, over three lakh STWs were installed in the state to meet the irrigation requirement of farmers. Groundwater usage has also increased here in the past few years with the introduction of World Bank-funded projects. In 2011, the state government had enacted Assam Ground Water Control and Regulation Act to prevent overexploitation of groundwater.

The World Bank-financed Assam Agricultural Competitiveness Project (AACP) has now come forward to set up a groundwater monitoring system (GMS) in 216 stations across 27 districts to keep tabs on the water level on a real-time basis and to check overuse. This real-time data on the status of groundwater from the various stations will be linked to a central server at the directorate of agriculture here, where the monitoring can be done online.

Pakistan must study impact before signing NDMA with India

Farmers' groups from Sindh, Punjab and KPK have urged the government and Commerce Ministry to carefully examine the infrastructure of agriculture sector of India and Pakistan before dismantling the trade barriers for non-discriminatory trade which will render the local industry uncompetitive against the highly subsidised Indian agricultural goods.

The Sindh Abadgar Board in a recent meeting to review the impact of NDMA on Pakistan Agriculture sector, stated that a comparative analysis of agricultural industry of both countries will be sufficient in clarifying that asymmetry exists in the subsidies that are extended to the farmers in both countries. Indian subsidies to its agriculture industry are $50 billion which is 15.3 percent of GNP. On the contrary, Pakistan's total agricultural GDP is $50 billion and the subsidies are less than 1 percent of the GDP."

They added: "Urea in India is Rs 650 per bag which is around Rs 1,094.1 in Pakistani currency; in Pakistan cost for the same bag ranges from Rs 1,786 to Rs 3,600."

Israel Helping India Clean Polluted Wetlands

A team of Israel scientists arrived in Bhubaneswar, Hubaneswar, India, this week to test a pilot program to use plants to remove pollutants from contaminated soil and water, the Times of India reported on Wednesday.

Eli Cohen, one of the Israeli team members, said, “The technology can be used by municipalities, multi-dwellings units, industries and wetlands for holistic waste-water management.”

The Israelis were invited by the Chilika Development Authority (CDA), which is managing the wetlands at Chilika, to conduct a study about the process, called phytoremediation.

CDA chief executive Ajit Pattnaik said, ”We have selected wetlands near the Biju Patnaik Airport for the study. The Odisha Wetlands Development Authority and department of forest and environment along with CDA will help the team promote eco-friendly technology to reduce water pollution.”

Farmers, experts ask Punjab government to amend APMC Act

Ahead of the Punjab agriculture summit, experts and farmers have asked the SAD-BJP led state government to initiate a major agriculture reform by amending the APMC Act to allow direct crop purchase and setting up of private market yards.

The move will offer a choice to farmers to sell produce "wherever and whoever" they would like to, and would help in fetching remunerative returns for crop, experts said.

"Farmers (in Punjab) should have more choices (to sell their produce). They should not have to depend on mandis...There should be more competition through allowing companies to procure crop and set up more markets which will definitely be beneficial for Punjab farmers," Indian Institute of Management (IIM), (Ahmedabad) Centre for Management in Agriculture, Chairperson, Sukhpal Singh told PTI today.

Global farm experts to converge on Mohali

CHANDIGARH: Agriculture experts, plant breeders and farmers from across the globe will converge on Baba Banda Singh Bahadur War Memorial, Chappar Chirri, Mohali, for the Progressive Punjab Agriculture Summit that will be held from February 16 to 19.

Prominent among the participants will be Saskatchewan (Canada) minister of agriculture Lyle Stewart, who will be accompanied by a powerful delegation of 20 businessmen from the country.

It is expected that hundreds of farmers from Punjab, besides West Bengal, Chhattisgarh, Rajasthan, Madhya Pradesh, Haryana, Assam, Uttar Pradesh, Himachal Pradesh, J&K will participate in this mega agri-summit.

"Nearly 92 million out of 138 million land holders in the country have less than one acre and their condition is pitiable due to the prevailing agrarian crisis. They are neither farmers nor labourers," said an official of Punjab agriculture department.
