U.S. trade chief to focus on farm barriers in Japan, Canada

WASHINGTON (Reuters) - Barriers to farm imports in Japan and Canada will be one focus of free trade talks with Pacific Rim countries this weekend, U.S. Trade Representative Michael Froman said on Thursday.

Speaking at an agricultural conference shortly before leaving for the next round of talks on the Trans-Pacific Partnership (TPP) in Singapore, he said negotiators were keen to resolve sticking points to allow the talks to go forward.

"Concluding these ambitious negotiations will be challenging, but we have never backed down from a challenge," he told the U.S. Department of Agriculture's Agricultural Outlook Forum.

Froman said getting movement from Japan, which is reluctant to allow more foreign competition in sensitive sectors such as rice, and Canada, where the United States would like more access for dairy and poultry, would be key aims in agriculture.

APEDA rues delay in traditional basmati growers' protection by MP govt

Agricultural and Processed Food Products Export Development Authority (APEDA) on Thursday said that intervention of Madhya Pradesh government will unnecessarily delay the process of protecting "traditional" basmati rice growers of India.

Chief minister Shivraj Singh Chouhan had yesterday written a letter to Prime Minister Manmohan Singh in this regard and expressed his dismay. Chouhan in his letter has alleged that APEDA, which has the mandate of promoting export of agriculture produce, has succumbed to certain vested interests of Northern India.

"Acting against its own mandate and under bogey of WTO (World Trade Organisation) and international courts, it has filed an appeal against GI order dated December 31, 2013, thereby hurting the legal and legitimate rights of farmers of Madhya Pradesh. It implies that APEDA has apparently no objection to Basmati rice grown in Pakistan but has definite objection to include Madhya Pradesh as Basmati cultivation area," Chouhan strongly protested the move, through his letter.

LS clears way for agricultural varsity in Bundelkhand

Jhansi, Uttar Pradesh, when the Lok Sabha passed it Thursday. The Rajya Sabha approved the bill Wednesday.
The Rani Lakshmi Bai Central Agricultural University Bill, 2012, seeks to establish an agricultural varsity whose jurisdiction will extend to the Bundelkhand region that covers seven districts in Uttar Pradesh and six in Madhya Pradesh.
Initially, it would establish two colleges in Jhansi and later two in Madhya Pradesh.
The key objectives of the university will be to impart education in different branches of agriculture and allied sciences, undertake research in agriculture and programmes of extension education in Bundelkhand region, and to promote linkages with national and international educational institutes.
Participating in the discussion before the bill was passed in the Lok Saha, Saugata Roy of the Trinamool Congress said the land is very infertile in the Bundelkhand region.
"It is very important to do research to do dry farming in the region," Roy said.
Bharatiya Janata Party's (BJP) Arjun Meghwal also supported the bill and commended the government for naming the university after freedom fighter Rani Lakshmi Bai.
Samajwadi Party member Shailendra Kumar also supported the bill.

State scientist feted for making 'Weed Atlas'

RAIPUR: National Institute of Biotic Stress Management's principal scientist Anil Dixit has received fellow award from Directorate of Weed Science Research for his research on 'herbicide recommendation on different field crops' and preparing a 'Weed Atlas' which will give information on any type of weed in the country.

Dixit said, "Research work on weed management is basically about practises/ techniques that can be applied for removal of weeds.

Established in 2012 in Raipur, National institute of Biotic Stress Management is the only institute for addressing the impact of biotic stress and harness potentials of emerging tools of biotechnology in agriculture. "This is the only institute of its kind and is on the lines of becoming a deemed university. It is working for plant protection with an aim to increase crop productivity by using mitigation measures for biotic stresses in agriculture," added he. Dixit said, "We hope to introduce MSc and PhD courses by 2015. Farmers here lack awareness, therefore, in order to educate them more, we plan to provide all information to them from herbicide to techniques."

There is scientific evidence on GM crops safety: Secretary

New Delhi: There is a clear scientific evidence on safety of genetically modified (GM) crops but more debate is needed to address other fears, Biotechnology Secretary Vijay Raghavan said here today 

He said India is in "ideological turmoil" but scientists must speak "fairly, fearlessly and freely weighing in on the side of scientific evidence rather than the dominant "ideology" of the day. 

"The scientific evidence is very clear that GM crops are safe. ...The reason for the opposition to GM is not because of the Science primarily, but other fears. Are they warranted or not, is a separate issue," Raghavan told PTI on the sidelines of 44th Lal Bahadur Shastri Memorial Lecture organised by Indian Agricultural Research Institute (IARI).

Since there is lot of opposition even from people who understand Science, he suggested, "I think another debate need to be done is not on whether GM is safe or not, but on the big market (of GM) and its role in agriculture."

Two agro-marketing hubs in state soon

PATNA: In a bid to strengthen the agro-marketing infrastructure in Bihar, stateagriculture department is set to build two major marketing hubs in Muzaffarpur and Patna-Nalanda region apart from developing 54 bazaar samitis across the state.

Presenting the achievements and targets of the department at a press meet on Thursday, agriculture department's principal secretary Vivek Kumar Singh said, "Apart from facilitating and assisting the farmers in the marketing sector, private markets are also in the offing in collaboration with the Asian Development Bank. The groundwork is complete and we would soon invite tenders for the market hubs."
The department has also set a target of producing over 50 lakh organic plants at its nurseries and agriculture universities in the coming year to distribute among farmers. A separate organic marketing unit was also proposed for certification and marketing of organic produce. "The use of organic fertilizers and vermicompost has considerably reduced chemical fertilizers in farming," horticulture director Ajay Yadav said, adding, "In the last Kharif and ongoing Rabi season, almost one lakh metric tonne less urea was used in the state," he said.

Farmers to resist free trade with India

LAHORE: Punjab’s farmers forged an alliance on Thursday to resist any move to allow free trade with India in agricultural products from Wagah-Attari land route, claiming that such a decision would destroy country’s agriculture and throw its growers out of business.

Farmers Associates of Pakistan (FAP), comprising large growers and Pakistan Kissan Ittehad (PKI), representing smallholders in the Punjab, have vowed to resist opening up of trade with India in agricultural products.Speaking to reporters, FAP president Tariq Buchha said the grant of free access to Indian farm products into Pakistan through Wagah would allow India to determine prices of our crops.

He cited numerous input subsidies being given to Indian farmers to keep down their prices.

Farmers in both India and Pakistan’s Punjab suffering

Amritsar, Punjab: Mohammad Sarwar, the Governor of Punjab province of Pakistan, has said that post-Partition, both India and Pakistan had ignored their farmers, a majority of whom were living in eastern and western Punjab.

Sarwar’s statement contradicts the Punjab Government’s claims (at the agriculture summit in Mohali) that it had transformed the lives of farmers.

The visiting Governor was here today to meet his family friends. Speaking to media, he said the condition of the farmers in Pakistan Punjab was worst than their Indian counterparts.

“The farmers of both the Punjab provinces feed around 80 per cent of their country’s population. Still, they have been suffering. Though India offers subsidies, there is no such mechanism in Pakistan. But in India too, sops like power subsidy hardly work as there is shortage of electricity during peak season,” he said
