Immodest minister hogs limelight for state agriculture award

JABALPUR: If chief minister Shivraj Singh Chouhan attributed his second consecutive Krishi Karman award for exemplary grain production "to the hard labour and toil of countless farmers across the state", agriculture minister remained far from modest about the unique achievement of the department he is heading since barely couple of months.

A day after President Pranab Mukherji handed over the trophy to the CM, Bisen went on a self congratulatory drive. Huge posters strategically placed particularly on the busy Jai Stambh Chowk in his constituency Balaghat showed a beaming minister in band gala and saffron safa on the dais receiving the award while the chief minister remained curiously missing though the accompanying text mentioned Chouhan as the first recipient of the award.

Rs 42 cr for agriculture summit, nothing for us: Farmers

BATHINDA: The three-day-old indefinite protest by ryots intensified on Sunday as the farmers' organization, demanding compensation for families of farmers who committed suicide, accused the state government of spending Rs 42 crore on agriculture summit while turning a blind eye to them.

The protesters have been demanding Rs 2 lakh each as compensation to debt-laden farmers and farm labourers who had committed suicide. They also wanted the state government to write off the farmers' debts and allot 10 marla plots to homeless farm labourers. The protesters on Saturday declared indefinite strike and also defied prohibitory orders under Section 144 of CrPC.

Anger flared up on Sunday and the farmers blocked the road in front of the mini secretariat.

Migration back to villages

In the coming months, about 1.5 crore farmers who quit agriculture in the past seven years, are likely to trudge back into the villages. In normal circumstances such a massive reverse migration — from the cities back to the villages — would have been a sign of inclusive growth. But economists are taking this U-turn as a sign of economic slowdown. A report by CRISIL put this as an indicator of the slowing economy as a result of which people are being forced to return to their villages.

I have never understood the economic rationale behind this. In the seven-year period between 2005 and 2012, according to CRISIL an estimated 3.7 crore farmers quit agriculture. Economists view this trend as a sign of economic growth. In other words, while 50 lakh farmers are forced out of agriculture every year, growing farm unemployment is being considered as a sign of economic growth. How can pushing farmers out of agriculture sector and then finding an alternative employment for these millions displaced from agriculture constitute economic growth?
