Narendra Modi wants to increase agricultural support price to guarantee 50% profits to farmers


In a recent election speech BJP's prime ministerial nominee, Narendra Modi, promised farmers an assured profit of 50% by tweaking agricultural support price policy. The support price sets a floor at which the government is willing to buy all the quantity offered and covers a variety of crops. However, a big gap between stated policy and ground reality has resulted in support price policy helping large farmers in a handful of states growing wheat and paddy. Modi's idea will further distort a lopsided agricultural policy and send food inflation galloping. Elevated inflation, driven by escalating food prices, has been India's most serious macroeconomic challenge over the last five years. Implementation of Modi's idea will exacerbate the problem. India's agricultural price support policy has evolved into a mechanism that has largely helped farmers in northwest India and a few more states. Patchy ground presence of procurement agencies has meant that support price policy's benefits are limited.

The world record yield for paddy rice production is not held by an agricultural research station or by a large-scale farmer from the United States, but by Sumant Kumar who has a farm of just two hectares in Darveshpura village in the state of Bihar in Northern India. His record yield of 22.4 tons per hectare, from a one-acre plot, was achieved with what is known as the System of Rice Intensification (SRI). To put his achievement in perspective, the average paddy yield worldwide is about 4 tons per hectare. Even with the use of fertilizer, average yields are usually not more than 8 tons.


Sumant Kumar’s success was not a fluke. Four of his neighbors, using SRI methods, and all for the first time, matched or exceeded the previous world record from China, 19 tons per hectare. Moreover, they used only modest amounts of inorganic fertilizer and did not need chemical crop protection.


Using SRI methods, smallholding farmers in many countries are starting to get higher yields and greater productivity from their land, labor, seeds, water and capital, with their crops showing more resilience to the hazards of climate change (Thakur et al 2009; Zhao et al 2009).

The architect of India’s Green Revolution M S Swaminathan was in the city on Sunday to deliver the convocation address at the University of Agricultural Sciences (UAS).


He spoke to Express on various issues including, future of Indian agriculture and genetically modified crops. Excerpts from the interview:


What are your views on genetic modification of crops for commercial purposes?


We can do without genetic modification as we have Marker Assisted breeding methods today where we choose a breed with a particular marker gene responsible for a particular trait like fruit size and then multiply the crop.


Occasionally, we may need a new gene. Then genetic modification is required and the process has its pros and cons and must be handled in a safe and responsible manner. This is true of nuclear power also. The safe use of biotechnology must be promoted.


Our country has a large number of students who are specialising in biotechnology and related subjects. We must become a leader of safe and responsible use of biotechnology.

The Ministry of Commerce (MoC) has set up a cell to monitor agriculture products being imported from India after receiving complaints from Pakistan's agriculture sector. Pakistan's agriculture sector is resisting trade normalisation process with India fearing that influx of Indian agriculture goods will destroy the local agriculture as India is extending subsidies to its farmers. Pakistan's Farmers Association had also announced a blockade of agriculture products to be imported from India through Wagha border. Commerce Minister Khurram Dastgir Khan presided over an internal meeting of the ministry and decided to monitor import of agriculture products through Wagha Agri Trade Committee. He said that an India cell has been set up in the ministry which in co-ordination with the Wagha Agri Trade Committee and other concerned authorities would strictly monitor agricultural products' trade. The minister argued that Wagha Agri Trade Committee and the India Cell would keep him updated on a regular basis.

The EU has become the first seafood product importer


A report released by the European Commission confirms the European Union (EU) is the seafood product largest importer and a major consumption market, representing 24 per cent of the total value of world trade.


This has been stated in report The EU fish Market 2014, available in four languages -- English, French, German and Spanish --, which is one of the services of the European Market Observatory for Fishery and Aquaculture (EUMOFA).


The document for the first time confers a complete overview of consumption, trade and production of fish and aquaculture in the EU, describing how much and what type of fish is consumed in the EU, where it comes from and how much is caught in the wild or produced from aquaculture.


The report remarks that despite the EU market's global strength following a strong period of growth in consumption in the last decade, consumption dropped by 5 per cent between 2008 and 2010 and has since remained stable.

Bacillus anthracis, the bacteria that causes anthrax, is commonly found in soils all over the world and can cause serious, and often fatal, illness in both humans and animals. The bacteria can survive in harsh conditions for decades. In humans, exposure to B. anthracis may occur through skin contact, inhalation of spores or eating contaminated meat.


Melissa Finley’s research in Sandia National Laboratories’ International Biological Threat Reduction Program inspired the detector, which currently is named BaDx (Bacillus anthracisDiagnostic). Finley works with veterinary laboratories in less-developed countries, helping them improve safety, security and efficiency at diagnosing infectious diseases.

City unemployment rates continue to drop as agriculture picks back up for summer

The start of the region’s heaviest farming season triggered another drop in Lubbock’s already low unemployment rate.


From February to March, the city gained about 200 farming jobs, dropping the city’s jobless numbers by .4 percent, according to information provided by Workforce Solutions.


Still behind Amarillo and Midland in terms of unemployment numbers, the Hub City took the lead on Abilene, which is sitting at 4.2 percent for March, the information showed.


The Midland Metropolitan Statistical Area had the lowest March unemployment rate in the state at 2.7 percent, Odessa followed in at the second-lowest rate of 3.3 percent and Amarillo was third at 3.8 percent, according to the information.


Lubbock’s flat 4 percent, however, remains much lower than state and national averages.


With many cities still recovering from the economic recession, the nation’s unemployment rate is at 6.8 percent.


Texas’ jobless numbers, which remained below the national average, dropped two-tenths of a percentage point from last month.

German Farmer Caught Faking Free-Range Chickens

A free-range label can make a customer feel good about purchasing ethically-sourced meat, but customers don’t necessarily know what’s really going on behind that label, and recently a major producer of “free range” chickens has admitted to selling conventional birds for years.


According to The Local, a farmer who raised chickens for Neuland—a major brand of organic and free-range meat—has recently admitted to just raising and slaughtering chickens according to conventional farming practices for years. Still, his birds were slapped with the Neuland label and sold on shelves to thousands of unwitting customers. The meat was reportedly sold at restaurants and butcher shops around Germany, and was even served at cafeterias at Google.


Neuland’s member farmers are supposed to commit to providing animals with spacious and well-lit environments. The animals are supposed to be fed only organic, local grains and eventually slaughtered humanely. Vets supposedly check in on farms regularly to make sure the standards are being upheld, but supposedly this one chicken farmer got through and Neuland’s inspectors never found out.

Real cure for Inflation headache: Fix rural infrastructure, process more food


Inflation — retail as well as wholesale — has increased in March over relatively benign levels in February. At 5.7%, the growth of inflation based on the wholesale price index ( WPI) was at a three-month high, compared to a ninemonth low of 4.7% seen in February. The Reserve Bank of India (RBI) now sets policy rates by looking at inflation based on the consumer price index (CPI). And even here, things do not look good. After having fallen to 8% in February, CPI inflation has crept up to 8.3% in March. Yet, we believe that the RBI can afford to hold its policy rates, if not cut rates marginally, as a signal to boost growth, during its next policy review in June. Isn't that a contradiction? After all, faced with inflation, central banks tighten rates. But the current inflation spiral in India stems from things that are outside the pale of monetary policy: deep structural defects that boost the prices of food, especially vegetables, meat, eggs and milk.

Spring sowing campaign ends as new agriculture minister faces criticism


Ukraine reached 92 percent of its spring planting target so far with 94 percent of winter crops in good condition, the Agricultural Ministry announced on April 16.


Interim Agriculture Minister Igor Shvayka, and member of the right-wing Svoboda party, met with journalists on April 16 to release these figures, but refused to provide them with an official crop forecast for the year. “The ministry does not make forecasts,” the minister said who has a legal, not farming background.


In previous years, the agricultural ministry issued regular forecasts, however.


The U.S. Department of Agriculture foresees Ukraine’s grain crop at 54.1 million tons in the 2013-2014 marketing year. Last year country had an all-time record, harvesting 61.5 million tons of grain.


When asked about the prospects of introducing private land ownership, Shvayka followed the party line: “the Ukrainian people will remain owners of Ukrainian land.”

India to expand irrigation by a tenth to cut monsoon reliance


NEW DELHI: India plans to expand its farmland under irrigation by at least a tenth in the next three years, potentially boosting grains output by an equal proportion in the world's second-biggest rice and wheat producer, a top government official told Reuters.The extra irrigated area would cut India's dependence on annual monsoon rains that water crops grown on nearly half of the country's farmlands. Rice, cane, corn, cotton and soybean are the main monsoon crops. Crop yields on irrigated farms are usually 2-2.5 times those in rain-fed areas. Better yields would boost exports after India shipped large quantities of rice and wheat in recent years."We have around 97 million hectares under irrigation and it's slated to go up by 10% by 2017. Eventually, the potential is to take this forward by almost half to 149 million hectares," A.B. Pandya, chairman of the state-run Central Water Commission, said in an interview on Monday.

Annual growth rate in agriculture plateaus


PANAJI: The state's annual growth rate in agriculture has remained static at 4.9% since 2005-06, as lack of labour and its high costs combined with a few other factors continue to affect growth in this sector.As per data of the planning commission derived from census 2011, Goa appears to be on par with even bigger states like Tamil Nadu, which has an annual growth rate of 4.0% but higher than West Bengal with an abysmal rate of 2%.Among the smaller states, Mizoram enjoys a higher 10.9% annual growth, Arunachal Pradesh 7.8% while Tripura with 4.0%, Sikkim 4.6% and Nagaland 3.6% are on par with Goa. Meghalaya has the lowest among smaller states of 2.6%.Kerala and Punjab have the lowest 1.6% and 1.5% growth rate respectively while the country's average growth rate is 3.8%. Agriculture experts attribute high labour inputs, non-availability of workers and a few other factors for the slowing down of agricultural activity. "Family members are not ready to go out in the fields and whatever labour is available cannot be sourced in time or proves costly to farmers," P Tufani, director of agriculture said.

WTO allows Pakistan to sign separate agri trade deal with India


LAHORE -With a view to initiate a process for better flow of trade of agri products, Pakistan can sign a separate ‘Bilateral Agriculture Trade Agreement (BATA)’ before awarding the status of NDMA/MFN to India as provided under article XXIV(11)of Gatt.1994.This was observed by Farmers Associates Pakistan President Tariq Bucha while talking to The Nation.He said that the 3rd meeting of the Agriculture Taskforce under the Joint Pakistan India Business Forum held in Lahore on Feb 15, 2014, agreed that BATA between the two countries will facilitate agri and food trade between the two countries.He stated that it was agreed that the Taskforce will approach the governments on both the sides under the Pakistan India Joint Business Forum to ensure that all decisions on trade linkages, promotions and liberalizations would be done in line with the recommendations made by the Taskforce. It was also decided that the Agreement would be drafted and presented to the governments of the two countries. Such an agreement can then be evolved over time on lines of NAFTA, Brazil-Argentina etc, he added.

Denmark seeks stronger agriculture ties with Pakistan, says ambassador

ISLAMABAD: Denmark has expressed its keen interest in extending the agricultural ties with Pakistan. During an interview, Danish envoy to Pakistan Jesper Moller Sorensen said that various Danish companies are taking keen interest in Pakistan’s energy, economy and agricultural sectors. The Danish envoy stated that the officials from a Danish company, DNP, are on their visit to Pakistan, and their products have received a very positive feedback from the public. Jesper highlighted that he is happy in strengthening the business ties between the two countries.Jesper was of the view that there are vast opportunities of investment by the Danish companies in Pakistan and he is personally informing the Danish companies about the scope of investment in the sectors of recyclable energy, public health, agriculture and dairy sectors. 52 million non-agriculture jobs added during UPA tenure

Even as the Bharatiya Janata Party (BJP) and the Congressclaim the employment generation in their respective regimes was better than the other, an office attached to the Planning Commission has come out with an explanation for the decline in jobs rate from 2004-05 to 2011-12.The Institute of Applied Manpower Research (IAMR) said on Monday that for the first time in independent India, there has been an absolute fall in the numbers employed in agriculture by 36.7 million from 2004-05 to 2011-12 because the number of non-agricultural jobs grew.Non-agricultural employment expanded by 52 million to reach 242 million in 2011-12, against 190 million in 2004-05. It expanded 7.5 million a year over 1999-2000 to 2004-5 and during 2004-5 and 2001-12. However, the number of people joining the labour force during 2000-2005 was 12 million a year, but fell to 5.5 million between 2004-05 and 2011-12. The result was that the rate of open unemployment fell, IAMR said in a paper, Why a jobs turnaround despite slowing growth.

Sustaining farm sector growth amid fall in water availability

Had late winter rains not damaged some standing crops in northern states, India would have had record foodgrain production of 263 million tonnes (mt) in 2013-14. Whatever the loss of rabi crops, the good southwest monsoon allowed India to record the targeted growth of four per cent in production. However, a good season should not distract us from the reality of the farm sector's vulnerability to major shocks when the monsoon plays truant. Spells of drought kept agricultural growth at 3.6 per cent annually during the 11th Plan (2006-12).But four per cent growth is no holy grail for septuagenarian farm sector evangelist Bhavarlal Jain.
